The refugee problem is a perennial phenomenon in which there are mass movements of populations in order to find safety and prosperity and to ensure a better way of life. Wars, persecutions, but also economic recessions force people to move violently and involuntarily leaving their country and place of residence.
The refugee issue concerned the international community which had to find solutions to deal with the problem. Within the framework of the United Nations (UN), two conventions were drawn up, the Geneva Convention of 1951 on the status of refugees and the New York Protocol of 1967 which amended the Geneva Convention, both of which were ratified by our country with the .d. 3989/1959 on the one hand and Law No. 389/1968 on the other.
Article 1 par. 2 sub. 1 of the Convention precisely defines that a refugee s "a national of a third country who, as a result of a well-founded fear of persecution due to race, religion, nationality, political beliefs or membership in a particular social group, is outside the country of his nationality and is unable or because of fear thereof does not wish to place himself under the protection of the said country or the stateless person who, being outside the country of his former habitual residence for the same aforementioned reasons, is unable or because of such fear does not wish to return to her.”
